504/IEP Planning and Support

When supporting students with ADHD in public schools, there are two main types of plans: the 504 Plan and the Individualized Education Program (IEP). While both are designed to help students succeed, they serve different purposes and have different requirements.

504 Plan

A 504 Plan is for students with disabilities—including ADHD—who need some changes or accommodations in the classroom to fully participate in school. This plan is covered under Section 504 of the Rehabilitation Act of 1973, a civil rights law that protects students from discrimination.

  • A 504 Plan provides accommodations and supports within the general education classroom. Examples include extra time on tests, frequent breaks, help with organization, or seating close to the teacher.
  • Students who qualify for a 504 Plan do not require specialized instruction—just adjustments to help them access the general curriculum.
  • The goal is to “level the playing field” so your child can learn alongside their peers.

Individualized Education Program (IEP)

An IEP is a more comprehensive plan, governed by the Individuals with Disabilities Education Act (IDEA). It is designed for students whose disability, such as ADHD, significantly impacts their ability to learn and who require more than just classroom accommodations.

  • To qualify for an IEP, your child must go through an evaluation and be found eligible for special education. This means the school or private neuropsychologist determines that your child needs specialized instruction or related services (such as resource room support, counseling, speech therapy, or behavioral intervention) to make progress.
  • An IEP outlines specific, measurable goals for your child and details the special education services and supports the school will provide.
  • The IEP is created by a team that includes you, your child’s teachers, and other school staff, and is reviewed at least once a year to make sure it’s still meeting your child’s needs.
